Best for
Use Brawler Gloves when basic attack combos account for much of your damage. They are less relevant to a strategy built around special attacks because their bonus is specifically for basic attacks.
Best users
Give them to the fighter who spends the most time attacking between specials. A support character who rarely enters combat makes little use of this bonus.
When it is useful
The gloves help when you can repeatedly land basic attacks. They do not make those attacks unblockable, so an opponent who keeps blocking can still interrupt your offence.
Best pairings
Shuriken supplies basic attack unblockable chance from the weapon slot, while the gloves increase basic attack damage from the accessory slot. This lets the same fighter use both effects.
